CBSE has decided to integrate Open Book Assessment Strategy (OBAs) for Class 9, implementing it from the academic year 2026–27. This comes after the National Curriculum Framework for School Education (NCFSE) 2023 underscored the need for transition from rote learning to competency-based-learning.

Why is CBSE Implementing Open Book Assessments 2026–27?
Earlier, an analysis of students performance revealed scores ranging form 12% to 47% that indicated challenges in effectively utilising the resources and grasping interdisciplinary concepts. Despite this, a majority of teachers showed their support for Open Book Assessment Strategy (OBAs) with the aim to imbibe critical thinking among students from an early age. Teachers feedback highlighted the need for a structured approach for a better learning experience for the students.
This plan includes the development of standardised sample papers for ensuring question quality and promoting critical thinking.
What is the CBSE Open Book Assessment?
The Open Book Assessment will have three pen-paper assessments per term. This assessment will cover subjects like Language, Mathematics, Science, and Social Science.
Expected Outcomes
This move from CBSE is expected to reduce exam stress among students, encourage them to apply the knowledge in real world scenarios, and shift their approach from traditional rote learning into in-depth conceptual understanding.
