The Central Board of Secondary Education (CBSE) has issued a circular mandating all affiliated schools to comply with the directions of the Hon’ble Supreme Court regarding Menstrual Hygiene Management (MHM) in schools.
This directive follows the Supreme Court’s judgement which recognises the right to dignified menstrual health as an essential part of Article 21 of the Constitution, ensuring equal access to education and opportunity for adolescent girls.
Key Directions Issued to CBSE Schools
1. Infrastructure Requirements
Schools must ensure the availability of adequate, safe, and hygienic separate toilets and washing facilities for girls.
This is aimed at creating a secure and comfortable environment for female students.
2. Availability of Sanitary Products
Schools are required to:
- Provide biodegradable sanitary napkins.
- Establish dedicated Menstrual Hygiene Management (MHM) corners for girls.
3. Waste Management
Institutions must implement proper systems for the safe disposal of sanitary waste.
4. Awareness and Education
Schools should:
- Conduct training sessions on menstrual health and puberty.
- Promote gender-sensitive discussions in line with NCERT/SCERT guidelines.
- Encourage a supportive and inclusive school environment.
5. Periodic Inspections
Schools are expected to:
- Cooperate with District Education Officers during periodic inspections.
- Ensure proper monitoring of the implementation of MHM measures.
Submission of Compliance Reports
CBSE has instructed schools to submit monthly compliance reports through the provided Google Form link by 31 March, 2026 and 30 April, 2026.
