The State Common Entrance Test Cell has released a comprehensive set of regulations to curb malpractice and misconduct during the Common Entrance Test (CET) 2026 exams. The rules define various forms of malpractice, outline strict penalties, and establish a structured process for investigation and disciplinary action.
Why the New CET Malpractice Rules Were Introduced
To maintain the credibility of the exam, the CET Cell has introduced detailed regulations covering candidates, examination staff, and participating institutions.
The key objectives of the new rules include:
- Clearly defining malpractice and unfair practices during the exam
- Establishing transparent penalties for violations
- Ensuring a fair investigation process
- Creating strong deterrents against cheating
- Holding candidates, exam staff, and institutions accountable
Types of Malpractice Identified in CET Exams
The CET Cell has listed several actions that will be treated as malpractice during the exam. These include the following:
1. Communication Between Candidates
Talking, signalling, or attempting to communicate with another candidate during the exam.
Penalty: Cancellation of candidature for the ongoing CET/ action as per the law.
2. Possession of Unauthorised Study Material
Carrying notes, books, formula sheets, or any printed material into the examination hall.
Penalty: Cancellation of candidature for the ongoing CET and possibly other CET exams conducted during the same academic year.
3. Use of Electronic Devices
Possession or use of mobile phones, smartwatches, Bluetooth devices, earphones, or calculators (if not permitted).
Penalty: Cancellation of candidature and confiscation of the device.
4. Copying or Helping Others Copy
Copying answers from another candidate or allowing someone to copy.
Penalty: Cancellation of candidature for the current CET and other CET exams in the academic year/ as per the law.
5. Impersonation
Appearing for the exam on behalf of another candidate or allowing someone else to appear in one's place.
Penalty: Cancellation of candidature for both individuals and possible legal action.
6. Transmitting Question Papers
Attempting to send exam questions or answers outside the exam hall through notes, electronic devices, or social media.
Penalty: Cancellation of candidature and possible legal action.
7. Carrying Weapons or Narcotics
Entering the exam premises with weapons or under the influence of alcohol or narcotics.
Penalty: Immediate expulsion and possible law enforcement action.
8. Misconduct with Exam Staff
Verbal abuse, intimidation, threats, or physical assault on invigilators or staff.
Penalty: Cancellation of candidature and legal action if required.
9. Mass Copying or Organised Cheating
Any large-scale cheating involving multiple candidates or negligence by the examination centre.
Penalty: Cancellation of results and investigation into the centre.
10. Influencing Officials
Attempting to influence CET authorities through bribery, recommendations, or coercion.
Penalty: Cancellation of candidature and possible legal action.
11. Tampering with Admit Card or Identity Documents
Altering admit cards, identity cards, or biometric data.
Penalty: Cancellation of candidature and further investigation.
12. Use of AI or Digital Cheating Tools
Using hidden cameras, AI tools, screen mirroring, or remote access software during computer-based tests.
Penalty: Cancellation of candidature and possible action under the IT Act.
13. Other Misconduct
Any activity that compromises the integrity of the examination.
Penalty: Determined by the CET Malpractice Committee based on the severity of the offence.
How Malpractice Cases Will Be Investigated
The CET Cell has also outlined a structured procedure for handling malpractice cases.
1. Detection and Evidence Collection
Invigilators will immediately seize any unauthorised material or devices in the presence of the venue officer.
2. Incident Reporting
A written report will be prepared, and all evidence such as notes, gadgets, CCTV footage, or photographs will be sealed and submitted.
3. Candidate Statement
The candidate must submit a written statement accepting or denying the allegation. The statement will be signed by the invigilator, centre in-charge, and two nearby candidates as witnesses.
4. Review by CET Malpractice Committee
The committee will review the evidence and may ask the candidate to appear in person or submit a written explanation.
5. Final Decision
The competent authority will approve the final decision and notify the candidate in writing.
Debarment Rules for Candidates
If found guilty of malpractice, you may face temporary debarment from CET exams.
- Debarred candidates cannot appear for CET during the penalty period.
- They cannot participate in counselling or admission processes based on CET scores.
- Examination fees will not be refunded in cases of disqualification.
After the debarment period ends, you may apply again if you meet eligibility requirements.
Responsibilities of Examination Centres
Examination centres have also been given strict responsibilities to maintain exam integrity.
Centres must ensure the following:
- CCTV surveillance in examination halls
- Biometric verification of candidates
- Strict invigilation throughout the exam
If any centre is found negligent or involved in misconduct, the CET Cell may suspend or permanently derecognise the centre and take action against the staff involved.
CET Cell to Review Rules Regularly
The CET Cell stated that these regulations will be reviewed annually or after each major CET examination cycle. Amendments may be proposed and approved by the Commissioner of the CET Cell.
The authority has also clarified that it reserves the right to take appropriate action based on the severity and nature of any offence during the examination process.
