Alongside this, CBSE has also reiterated its commitment to fair examination practices by prohibiting the distribution of question papers before the completion of the exam. This ensures strict discipline and prevents any malpractice.

No Extra Fees Allowed During LOC Submission 2026
As per the official circular dated March 30, 2026, CBSE has clearly stated that schools must not charge any additional fees, including tuition fees, during the submission of the List of Candidates (LOC).
The Board took this step after receiving complaints that some schools were allegedly demanding three months’ tuition fees at the time of CBSE LOC submission, a practice now declared strictly against CBSE norms.
CBSE Clarifies 3-Phase LOC Process 2026
To bring transparency, CBSE has outlined a structured three-phase process for LOC submission:
Phase 1: LOC Submission Only
- Schools are required to submit only the List of Candidates
- No fee is to be collected at this stage
- Purpose: To estimate the number of students appearing for the exam
Phase 2 and Phase 3: Finalisation and Fee Payment
Students can add or drop subjects, modify candidature details. Only the official examination fee can be collected. The process must be completed through the same school where the student appeared for the main exam.
What If a Student Skips the Second CBSE 2026 Exam?
CBSE has also clarified that if a student chooses not to appear for the Second Board Examination even after submitting the LOC and paying the fee:
Their performance in the main board examination will be considered for result declaration.
Strict Action Against Violations
CBSE has issued a strong warning to affiliated schools:
- Do not collect unauthorised or additional fees
- Follow only the fee structure prescribed by CBSE
- Immediately stop any practices violating Board rules
Any violation of these instructions will be taken seriously by the Board and may lead to strict action.
