The Maharashtra State Board of Secondary and Higher Secondary Education (MSBSHSE) has issued comprehensive guidelines for students seeking to appear for the Higher Secondary Certificate (HSC) Examination as private candidates.
This includes the eligibility criteria, online registration process, document requirements, responsibilities of junior colleges, verification procedures, and important instructions that students must follow before applying.

Who Can Apply as a Private HSC Candidate?
- You become eligible to appear for the HSC exam as a private candidate only after completing two academic years from passing the SSC (Class 10) examination or an equivalent examination. For example, if you passed SSC in July 2025, you can appear for the HSC examination in February/March 2027.
- Additionally, you must have studied English as a subject in Class 10.
- Students holding a diploma or other recognised educational qualifications are also eligible to apply. However, Technical, Vocational, and Minimum Competency Vocational Course (MCVC) subjects cannot be selected while applying as a private candidate.
- Students applying for the Science stream must have secured at least 35% marks in Science subjects in the SSC or equivalent examination. Their application must also be submitted through a Board-recognised junior college offering the Science stream.
Registration Will Be Conducted Online
The Board has clarified that private student registration will be conducted only through the online mode. Offline applications will not be accepted.
Before filling out the online application, you are required to visit the Higher Secondary School or Junior College through which you intend to appear for the examination. You must obtain details such as the junior college index number, stream, medium of instruction, and subject scheme before beginning the registration process.
During the online registration process, you will have to provide details of your previous school or junior college. Based on your address, district, taluka, stream, and medium of instruction, the system will display a list of eligible junior colleges. You must select one institution from this list.
The selected junior college will later handle your examination application, internal assessments, practicals, oral examinations, projects, and grade-based subjects.
Documents Required for Registration
You must upload the prescribed documents in PDF format while submitting your online registration application. These include:
- SSC mark sheet and passing certificate
- Original School Leaving Certificate (Transfer Certificate)
- Class 11 mark sheet (where applicable)
- Proof of residence
- Student undertaking (Proforma No. 1)
- Affidavit if a duplicate Transfer Certificate is submitted
- Other prescribed undertakings and supporting documents as specified by the Board
Students possessing a duplicate School Leaving Certificate must submit a sworn affidavit explaining why the original certificate is unavailable and confirming that they have not enrolled as a regular junior college student during the previous two academic years.
Important Instructions While Filling the Application
The Board has instructed students to carefully verify all information before submitting the application.
If your application is returned for correction at any stage, you will not be allowed to change details such as:
- Name
- Current address
- Medium of instruction
- Junior college
- Stream
- Subjects
After submitting the application, you must take two printouts of the completed application, online payment receipt, and undertaking, and submit them along with the original documents to the selected Higher Secondary School or Junior College within the prescribed timeframe.
The Board has clarified that the enrollment fee is non-refundable, and any corrections to details such as the stream, medium, or junior college will require payment of the enrollment fee again.
Enrollment Fees
The notification specifies the following fee structure for private candidates:
- Enrollment Fee: ₹1,110
- Processing Fee: ₹100
- Late Fee: ₹100 per student
- Additional Late Fee: ₹20 per day
If an application is rejected due to insufficient documents, the Board has stated that the processing fee of ₹100 will be deducted and the remaining amount will be refunded.
Divisional Board Will Verify Applications Online
The Board has introduced a Maker-Checker verification system at the Divisional Board level, under which applications submitted online by Higher Secondary Schools and Junior Colleges will first be verified by designated Board employees.
They will examine the application and uploaded documents before categorising them as:
- Eligible
- Non-eligible
- Incomplete
Applications will undergo multiple levels of verification before senior officials make the final decision. Once approved as eligible, the student's Enrollment Certificate will be generated online, shared with all relevant stakeholders, and sent to the registered email address.
If any required documents are missing, you will be given an opportunity to submit them before the application is finalised.
Responsibilities of Higher Secondary Schools and Junior Colleges
Higher Secondary Schools and Junior Colleges must verify your online registration application and supporting documents.
Incomplete applications will be returned for correction, while complete applications will be forwarded online to the Divisional Board after the institution retains the original documents.Junior colleges are also responsible for:
- Conducting oral examinations, practical examinations, projects, internal assessments, and grade-based evaluations.
- Uploading assessment marks online within the prescribed timeline.
- Submitting mark records to the Divisional Board as instructed.
- Informing students that Form No. 17 is only an eligibility registration and not the examination application.
The Board has also directed institutions to provide clear guidance to private students regarding the registration and examination process.
Restrictions on Junior Colleges Accepting Applications
The Board has instructed Higher Secondary Schools and Junior Colleges to primarily accept applications from:
- Their former students
- Students residing in the same village
- Students living in the nearby area
Each junior college should ordinarily accept up to 50 private student registration applications. Prior permission from the Divisional Board is required if this limit is exceeded.
The notification further states that action may be taken against institutions that refuse to accept applications from their own alumni or eligible local students without valid reasons.
Special Instructions for Students from Other Boards
If you have passed Class 10 from another state or from a statutory Board other than the Maharashtra State Board, you must obtain an Eligibility Certificate from the concerned Divisional Board through the junior college where you intend to register.
The notification also states that if your previous school is outside the jurisdiction of the concerned Divisional Board, your School Leaving Certificate must be countersigned by the competent education authority.
Guidance for Differently-Abled Students
Differently-abled students applying as private candidates must upload a certified copy of their disability certificate issued by the District Civil Surgeon or an authorised hospital, or submit their UDID card.
The Board has directed institutions to guide such students regarding subject selection and the examination concessions available to them.
Form No. 17 Is Only for Determining Eligibility
The Board has clarified that Form No. 17 is only meant to determine your eligibility to appear as a private HSC candidate and is not the examination application form.
Once you receive your Enrollment Certificate, you must submit the HSC examination application along with the prescribed fee within the Board's notified schedule.
Student Undertaking Mandatory
Every private candidate must submit the prescribed undertaking (Proforma No. 1) along with Form No. 17.
Through the undertaking (Proforma No. 1), you declare that you have neither appeared for nor passed the HSC examination or any equivalent examination conducted by another statutory board or university.
You also acknowledge that Form No. 17 is only meant to establish your eligibility for the HSC examination and that you must separately submit the examination application after receiving the Enrollment Certificate.
The undertaking must be prepared in duplicate, with one copy submitted online along with Form No. 17 and the other retained by the concerned Higher Secondary School or Junior College.
