CBSE Introduces National Service Scheme (NSS) Self-Financing Units
Schools can establish NSS Self-Financing Units (SFUs) to encourage students to actively participate in community development projects.
The National Service Scheme (NSS) is a voluntary youth programme under the Ministry of Youth Affairs & Sports, launched on 24 September, 1969 to promote ‘Education through Service’ by encouraging students to participate in community service.
The Ministry of Youth Affairs and Sports is now expanding the reach of MY Bharat NSS through the Self-Financing Unit (SFU) model, enabling more educational institutions to establish NSS units despite existing budgetary constraints.
What Is the NSS Self-Financing Unit (SFU) Scheme?
The Self-Financing Unit (SFU) model allows CBSE schools and colleges to establish NSS units by managing the operational expenses themselves.
Typically, each NSS unit consists of 50 to 100 student volunteers led by a Programme Officer.
Under this scheme, schools can provide students with:
- Early exposure to community service.
- Participation in national integration initiatives.
- Opportunities to contribute to society through structured projects.
CBSE has also shared the operational guidelines, proposal format, and brochure for schools interested in establishing these units.
Why Has CBSE Introduced This Initiative?
The Ministry of Youth Affairs and Sports has introduced the SFU model to increase student participation in NSS activities without depending entirely on government-funded units.
This initiative is expected to:
- Expand the reach of the National Service Scheme across schools.
- Encourage more students to engage in community service.
- Promote leadership, empathy, and social responsibility among youth.
- Support national integration through student participation.
National Service Scheme: Aim and Motto
The National Service Scheme (NSS) aims to:
- Render service to the community while pursuing education.
- Arouse social awareness and responsibility among students.
- Provide opportunities to work creatively and constructively with communities around educational institutions.
- Enable students to put their classroom learning into practical social use.
- Encourage students to work with and among people to understand community needs.
- Promote creative and constructive social action to address societal issues.
- Help students gain a deeper understanding of themselves and the community through direct engagement.
- Encourage the practical application of knowledge to help mitigate social problems.
- Develop programme planning and implementation skills that can also support self-employment opportunities.
- Build leadership qualities, improve personality, foster a national outlook, and instil a strong sense of civic responsibility.
The NSS motto, "Not Me But You," promotes selfless service and social responsibility while strengthening the connection between campus and community, college and village, and knowledge, and action.
What Activities Do NSS Volunteers Participate In?
Students enrolled in NSS units participate in two types of programmes:
Regular Activities
Volunteers are expected to serve for two continuous years, contributing a minimum of 120 hours of community service each year.
Regular activities include:
- Campus improvement
- Tree plantation
- Community development work
- Welfare institution activities
- Blood donation drives
- Adult and non-formal education
- Health and nutrition awareness
- Family welfare programmes
- AIDS awareness campaigns
Special Camping Programme
Under the Special Camping Programme, NSS organises a 7-day camp every year in adopted areas based on a specific theme. The programme includes:
- Themes such as Youth Against Famine, Youth Against Dirt and Disease, Youth for Development, and Youth for Mass Literacy.
- AIDS Awareness Campaigns under the "Universities Talk AIDS/Student Talk AIDS" Programme.
- Watershed Management and Wasteland Development Programmes.
- Environment, including the preservation of natural resources and conservation of cultural and historical heritage.
- Health, public sanitation, and personal hygiene.
- Rural development, including project identification, programme formulation, implementation, and evaluation.
- Education and literacy, including legal awareness.
- Emergency interventions, including trauma care, initial counselling, and data collection.
Rationale
The Self-Financing Unit (SFU) model was introduced to expand the reach of NSS, as government-funded units cannot meet the growing demand from schools and colleges. It enables institutions to establish NSS units using their own resources, allowing more students to participate in community service while ensuring government funding is prioritised for institutions that need it most.
Who Can Apply for NSS Self-Financing Units?
Schools interested in establishing an NSS Self-Financing Unit must submit a proposal to the concerned NSS Regional Centre.
The proposal should include information such as:
- Institution details
- Student strength
- Number of NSS units proposed
- Operational plan
- Infrastructure available
- Source of funding
- Past experience in social work
Proposal Submission Process
- Details of the proposed Programme Officer.
- The proposal must be signed by the Principal or Head of the Institution.
- Schools with existing government-funded NSS units can also establish additional Self-Financing Units (SFUs).
- The proposal should be submitted to the concerned NSS Regional Centre, with a copy sent to the State Liaison Officer and NSS Programme Coordinator of the concerned University/+2 Council for information.
- The NSS Regional Centre will obtain approval from the Programme Adviser and communicate the approval or rejection to the institution.
Terms and Conditions for NSS Self-Financing Units
- NSS Self-Financing Units (SFUs) will function like regular NSS units. However, the institution will bear the expenses for Regular Activities, Special Camping Programmes, and establishment costs, including the honorarium of the Programme Coordinator, Programme Officer, and support staff.
- The initial affiliation of an NSS SFU will be five years and may be extended based on the unit's performance.
- All provisions of the NSS Manual will be applicable to Self-Financing Units.
- Every newly established SFU will become part of the State NSS Contingent and will function under the administrative control of the NSS State Liaison Cell of the respective State Government/UT Administration.
- SFUs must submit the required reports and information to the respective NSS University Cell, with copies to the concerned Regional Centre and State Liaison Cell.
- The NSS Regional Centre will provide training and orientation to the key officials of the SFU through its Training Orientation Centres (TORCs)/Training Orientation and Research Centres (TORCs), similar to fully funded NSS units.
- The Government of India's decision regarding the operation of the Self-Financing Unit scheme will be final.
Benefits of NSS Self-Financing Units
Approved NSS Self-Financing Units will be eligible to:
- Participate in national-level NSS programmes conducted by NSS Headquarters.
- Participate in Republic Day Parade Camps, including Pre-RD Camps, Adventure Programmes, Mega Camps, Youth Festivals, and NSS Awards.
- Conduct national-level NSS programmes sponsored by national and international/multilateral organisations.
- Participate in national and international youth exchange programmes organised by the Ministry of Youth Affairs & Sports/NSS Headquarters.
- Avail financial assistance under eligible schemes of the Ministry of Youth Affairs & Sports through the respective NSS Regional Centre and NSS Headquarters.
Financing of NSS Self-Financing Units
- The out-of-pocket allowance and honorarium will be provided as per the norms prescribed in the NSS Manual.
- The expenditure for Regular Activities and Special Camping Programmes must not exceed ₹600 and ₹1,000, respectively.
- Institutions may charge a nominal fee for NSS activities, subject to the institution's approved rules and procedures.
- The accounts of each NSS SFU must be maintained separately by the Programme Coordinator/Programme Officer and presented annually as audited accounts before the respective NSS Advisory Committee of the University, +2 Council, or Institution.
